2) Adopt and authorize the Chair to sign Resolution 012-2024 to approve the Job Class Number, bargaining unit, and salary range for the new classification of ADCPO and add two full time equivalent ADCPO allocations for Probation.

DISCUSSION / BACKGROUND

Probation has been working with the Human Resources Department and County Administrative Office, to develop a new management level classification as one component of the restructuring of Probation’s Executive Leadership Team. The advent of this classification allows for the final consolidation of the sworn classifications into a single “Probation Officer” chain of command, from line level deputy to Chief Probation Officer and creates a mid-level of management responsible for day-to-day operational duties as well as longer range planning. The classification will be subordinate to the Deputy Chief Probation Officer (DCPO) classification, which reports directly to the Chief Probation Officer. As Probation does not employ an Assistant Chief Probation Officer, each of the DCPO positions is tasked with a higher level of administrative authority and responsibility than might otherwise be required and as such, will benefit from the support of a subordinate level of manager to be directly responsible for the supervision of each operational unit of the department.

 

The new classification of mid-manager, specifically ADCPO, will be beneficial in realigning management responsibilities of the Adult, Juvenile, and Juvenile Detention Service divisions of the department. It is proposed that one ADCPO will be assigned to the newly consolidated Juvenile and Detention Divisions, and one will be assigned to the Adult Division. Each will be providing support to the management of their respective divisions, allowing DCPOs to engage in higher level management responsibilities, which have heretofore received limited attention due to day-to-day obligations, which are to be realigned to the ADCPO.

 

The timing of the request correlates to the recent retirement of a long-tenured DCPO and is balanced on the future deletion of the position of Superintendent once vacant, a management level, detention only, classification, who’s incumbent has assumed responsibility for both the Juvenile Division and Detention Division of the department as an Acting DPCO. Probation will experience multiple senior level retirements over the next 18 months, including management and supervisor level positions, emphasizing the need to stabilize the leadership of the department as soon as practical. Recruitment for the two ADCPO positions will commence immediately following Board of Supervisors approval.

 

ALTERNATIVES

The Board could choose not to approve any of the recommendations herein and direct Probation and Human Resources to make revisions or conduct additional analysis.

FINANCIAL IMPACT

As a result of the proposed changes, Probation will experience a short-term cost increase and a long-term cost savings. With the addition of two mid-level management positions (ADCPO) for the remainder of the fiscal year, the approximate increased cost is $62,000. The department will cover this cost through anticipated salary savings with no impact to General Fund.

 

For FY 2024-25 and ongoing, Probation’s estimated savings due to the consolidation is $52,000.
