Department of Transportation recommending the Board adopt and authorize the Chair to sign Resolution 084-2026, which authorizes the Director of Transportation to apply for and accept federal funding from the 2026 System Preservation Program provided by the Sacramento Area Council of Governments and to execute grant documents contingent on County Counsel approval, for a maximum amount of $7,073,788 and a County Match of up to $811,364 for the following projects:
1) Missouri Flat Road Pavement Preservation;
2) Latrobe Road Pavement Preservation; and
3) Silva Valley Parkway Pavement Preservation.

DISCUSSION / BACKGROUND
The Department of Transportation (Transportation) is preparing three (3) grant applications to request federal funding from the 2026 System Preservation Program (SPP) provided by the Sacramento Area Council of Governments (SACOG) to support the proposed projects. The SPP supports preventative road maintenance and preserves existing infrastructure to reduce the local agency maintenance backlog, while prioritizing investment in major roadways and transportation assets essential to the safe and reliable movement of people and goods. The SPP is provided through federal funding sources, specifically the Surface Transportation Block Grant Program (STBGP).
Transportation has been awarded many STBGP grant funds over the years from the El Dorado County Transportation Commission and the program has now been renamed and transferred to SACOG. SACOG encompasses the Sacramento region and includes the following counties: El Dorado, Placer, Sacramento, Sutter, Yolo, and Yuba County. The selection of the projects is dependent upon the funding available and anticipated to be programmed into Federal Fiscal Years (FFY) 2027-2028, 2028-2029, and 2029-2030. Projects selected for funding under the SPP must meet federal eligibility requirements for STBGP funding sources available to SACOG. For capital projects, federal funds may be used for the preliminary engineering phase, which includes environmental work and design, as well as for right-of-way and construction phases.
Transportation plans to submit applications for funding for the following three (3) projects:
1) The Missouri Flat Road Pavement Preservation Project located in Placerville on Missouri Flat Road from Campus Road to Pleasant Valley Road (State Route 49). Improvements include micro-grind and pave surface treatment, including thermoplastic pavement markings and traffic striping. The estimated cost for the Missouri Flat Road Pavement Preservation Project is $2,527,236 and the estimated local Road Fund match is $289,874;
2) Latrobe Road Pavement Preservation Project located in El Dorado Hills on Latrobe Road from U.S. Highway 50 to Wetsel-Oviatt Road. Improvements include micro-grind and pave surface treatment, including thermoplastic pavement markings and traffic striping. The estimated cost for the Latrobe Road Pavement Preservation Project is $2,965,715, and the estimated local Road Fund match is $340,168; and
3) Silva Valley Parkway Pavement Preservation Project located in El Dorado Hills on Silva Valley Parkway from U.S. Highway 50 to Harvard Way. Improvements include micro-grind and pave surface treatment, including thermoplastic pavement markings and traffic striping. The estimated cost for the Silva Valley Parkway Pavement Preservation Project is $1,580,837, and the estimated local Road Fund match is $181,322.
Part of the SPP application process is to submit an adopted resolution from the sponsoring agency authorizing participation in SACOG’s 2026 SPP. The resolution confirms Transportation’s intent to submit applications, identifies authorized staff, and commits Transportation to meeting all funding, match, and project delivery requirements if an award is made. The grant application requires resolutions to include the following:
1) Eligible projects must be listed in the 2025 Blueprint or fit within 2025 Blueprint lump-sum project categories;
2) No more than three (3) projects per agency;
3) The agency must commit to delivering the projects in accordance with the requirements of STBGP and Congestion Mitigation & Air Quality (CMAQ) Improvement Program, as applicable;
4) Construction must be completed by the end of the federal fiscal year 2028-29;
5) No funding will be provided for cost overruns;
6) The agency must commit to providing local matching dollars, typically 11.47% of the total project cost; and
7) Agency staff must attend quarterly project delivery meetings.
This executed resolution must be submitted with the grant application, and following Board approval, Transportation will attach the resolution to the grant applications.
ALTERNATIVES
Should the Board choose not to adopt the resolution, Transportation will not be able to apply for the grant funding.

FINANCIAL IMPACT
There is no change to the Net County cost associated with this item. The total estimated cost is $7,073,788 for all three projects, and the estimated County match of Road Fund is $811,364. These estimated costs will not exceed these preliminary amounts.
