DISCUSSION / BACKGROUND
California Welfare and Institutions Code Section 5604 requires all counties to establish a Mental Health Advisory Board or Commission. The County of El Dorado Board of Supervisors established a Mental Health Commission on May 11, 1993, via Resolution 131-93. On May 24, 2018, Resolution 058-2018 (Legistar item 18-0567) was approved by the Board of Supervisors changing the name from the Mental Health Commission to the Behavioral Health Commission.
Article IV: OBJECTIVES of the Behavioral Health Commission Bylaws includes the submission of an Annual Report to the Board of Supervisors on the needs and performance of the County's behavioral health system.
The Clerk of the Board’s Office provided report guidelines and a sample template that the Behavioral Health Commission used to create their presentation, with the committee and commission handbook detailing the County’s Annual Reporting requirement for all Boards and Commissions.
