Sheriff's Office recommending the Board:
1) Authorize the Chair to sign a Budget Transfer adding $38,260 to the Sheriff's budget for the Fiscal Year 2011-2012 Off-Highway Motor Vehicle Recreation project from State Department of Parks & Recreation for law enforcement services on the Rubicon Trail; and
2) Authorize the Sheriff to sign the Grant Project Agreement. (4/5's vote required).
FUNDING: Off-Highway Vehicle (OHV) Funds and Vehicle in-Lieu Fees to offset 25% County match.

Fiscal Impact/Change to Net County Cost: The 25% County match of $9,565 will be met with OHV Vehicle In-Lieu Fees for staff overtime costs associated with law enforcement on the Rubicon trail.
Reason for Recommendation: On July 19, 2011, the Sheriff's Office received notification of a grant award from State Department of Parks & Recreation in the amount of $38,260. Law enforcement salary and benefits, as well as general operating expenses for law enforcement on the Rubicon Trail are eligible projects costs under this grant. There is a 25% County Match which is proposed to be met through the use of OHV In-Lieu Fees to offset overtime costs paid to deputies who patrol the Rubicon Trail during the OHV high season months. The performance period for this grant funding is July 8, 2011 through July 7, 2012.
Action to be taken following Board approval:
1) Board Chair will sign and date 5 copies of the Project Agreement
2) Clerk of the Board will return signed copies to the Sheriff's Fiscal Division for disbursement
3) Sheriff's Office will forward the signed Project Agreement to the State Department of Parks & Recreation
