Background
The CCP Executive Committee adopted a set of CCP Bylaws at its March 31, 2014 meeting. The Bylaws included a mechanism to create ad hoc subcommittees but no ability for the CCP to create standing committees, if desired. The intent was to focus committee work on a specific need or issue as approved by the Partnership. When their objectives were met, they were to be disbanded.
 
In addition, the Bylaws were silent on the form and extent of parliamentary procedures to be used to conduct Committee business.
 
Reason for Recommendation
Staff is recommending that the adopted CCP Bylaws be amended to include the ability for the CCP Executive Committee to establish standing subcommittees to do long term work on more expansive policy areas.  Experience with the two ad hoc subcommittees has indicated that to tackle the policy issues they had been tasked with addressing, they need to be established in a more formal capacity and meet on an ongoing basis.  
 
The adoption of 'Rosenberg's Rules of Order' as a guide to parliamentary procedure during CCP meetings will ensure consistency in process as personnel attending meetings changes over time.  'Rosenberg's Rules of Order' are more streamlined than 'Robert's Rules of Order' and should provide the necessary procedural framework without undue burden.
