Procurement and Contracts, a division of the Chief Administrative Office on behalf of Department of Transportation, recommending the Board:
1) Award Bid 2026-0119 for the purchase of plant mix asphalt concrete for the west slope of El Dorado County to the sole qualified bidder, Teichert Materials of Sacramento, CA;
2) Authorize the Purchasing Agent to issue a purchase contract in the amount of $3,000,000 for a 36-month term to begin on May 16, 2026, following Board approval; and
3) Authorize the Purchasing Agent to increase the purchase contract on an as-needed basis during the awarded period as long as funding is available within the requesting department's budget.
FUNDING: Road Fund (Local Discretionary), Tribe Funds (Local).

DISCUSSION / BACKGROUND
At the request of the Department of Transportation, Procurement and Contracts issued an Invitation to Bid for the purchase of plant mix asphalt concrete for the maintenance and repair of County roads on the west slope of El Dorado County.
The Invitation to Bid was published on the County's eProcurement system, PlanetBids, with 2 vendors being notified, of which, none were local vendors. One qualified response was received, none from a local vendor.
ALTERNATIVES
If the Board does not approve the agenda item, the department will be delayed in obtaining asphalt for the upcoming construction year.

FINANCIAL IMPACT
