DISCUSSION / BACKGROUND:
California Vehicle Code section 21107.7 authorizes the County to make the Vehicle Code apply to privately owned roads by making certain findings if requested by a petition of a majority of the owners. The Blackstone community in El Dorado Hills has been experiencing higher than normal levels of reckless driving and vehicles creating potentially dangerous conditions for other vehicles and pedestrians. The Blackstone Master Association has submitted a formal petition to have the County make the Vehicle Code apply to privately owned roads within Blackstone. This will allow the Blackstone Master Association to contract with the California Highway Patrol (CHP) to enforce within Blackstone. The Board of Supervisors shows support for the Blackstone community in El Dorado Hills by adopting and signing a resolution applying the Vehicle Code to privately owned roads within Blackstone.
ALTERNATIVES: The Blackstone community in El Dorado Hills will continue to experience higher than normal levels of reckless driving and potentially dangerous conditions caused by vehicles.
