DISCUSSION / BACKGROUND
The County Strategic Plan, Good Governance Objective 2.2, directs departments to perform a review and update of all Board policies. In review of Policy E-1, Personnel Policies, it was determined the best course of action would be to recommend the Board repeal the policy.
In 1987, when Board of Supervisor’s Policy E-1, Personnel Policies, was adopted, the County determined it to be administratively necessary to maintain and distribute all employee-related policies in a consolidated Personnel Management Book. By way of Resolution 048-2013 (Adopted May 7. 2013, Item 22) and as revised by 015-2014 (Adopted March 4, 2014, Item 19), the Board of Supervisors later adopted a successor policy document, the County of El Dorado Personnel Rules (Rules).
As these Rules replaced the Personnel Management Book, and to the greatest extent possible, incorporated the personnel practices of the County into a single document, Board of Supervisor’s Policy E-1, Personnel Policies, is now obsolete.
ALTERNATIVES
The Board could choose to not repeal Policy E-1 and direct staff to take other action.
