DISCUSSION / BACKGROUND
On March 12, 2019, the Board awarded Request for Proposals (RFP) 19-918-037 for prehospital advanced life support, ambulance transport, and dispatch services in the South Shore zone of County Service Area (CSA) #3 to the California Tahoe Emergency Services Operations Authority (Cal Tahoe) with Legistar 19-0303. On August 27, 2019 the Board approved resulting agreement #4238 with Cal Tahoe. The agreement provides for base compensation, which is subject to the Ambulance Inflation Factor, capital equipment funding, funding for tenant improvements, and pass-through of revenue received for inter-facility transfers. The agreement took effect on September 1, 2019, and replaced a previous agreement with Cal Tahoe. At the time of the award of the RFP, it was determined that there would be sufficient funding in CSA #3 for the agreement; however, the program transferred from the Health and Human Services Agency to the Chief Administrative Office July 1, 2019 and the budget as transferred did not reflect the increased appropriations needed for the 2019-20 fiscal year.

For Fiscal Year 2019-20, it is estimated that the cost of ambulance services in the South Shore zone provided by Cal Tahoe will be approximately $3,480,000, inclusive of all base compensation, pass-through payments, and tenant improvement reimbursements under both agreements.
