Environmental Management Department recommending the Board:
1) Accept a grant award from the State of California, Department of Resources Recycling and Recovery, Local Government Waste Tire Amnesty Grant Program, TA6 Cycle, Fiscal Year 2021-22, in the amount of $89,977, for the term beginning upon award and acceptance of funds through October 31, 2023; and
2) Delegate authority to the Environmental Management Department Director, or designee, to execute the Grant Agreement and all grant-related documents including, but not limited to, amendments, requests for payment, reports, and all associated documents necessary to secure grant funds and implement the approved grant program.

DISCUSSION / BACKGROUND
The State of California, Department of Resources Recycling and Recovery (CalRecycle), administers various grant payment programs in furtherance of the State’s effort to reduce, recycle, and reuse solid waste and hazardous materials generated in the State, thereby preserving landfill capacity, protecting public health and safety, and the environment.
The Local Government Waste Tire Amnesty Grant Program (TA6 Grant Program) provides opportunities for eligible applicants to conduct free amnesty events for the public to recycle their waste tires. CalRecycle has allocated $1,450,000 for the TA6 Grant Program for Fiscal Year 2021-22, and pursuant to Public Resources Code section 42889, is authorized to expend funds from the California Tire Recycling Management Fund to pay for the cost of cleanup, abatement, or other remedial actions related to the disposal of waste tires in California. The Board’s acceptance of the funds under this TA6 Grant Program will ensure that the Environmental Management Department (Environmental Management) is able to contribute towards the State’s goal to reduce, recycle, and reuse waste tires.
