DISCUSSION / BACKGROUND
On November 8, 1988, the Board of Supervisors adopted Board Policy B-2 Fee Waiving. The policy was most recently updated on July 18, 2023.
Departments implement the Board Policy on fee waivers by following established procedures that ensure requests are reviewed for eligibility, supported by documentation, and approved by the Chief Administrative Officer within defined limits. The policy clarifies what constitutes a Public Benefit Project, specifies which fees may be waived, delegates approval authority to the Chief Administrative Officer, and outlines the process for annual reporting of outcomes to the Board of Supervisors.
The revisions were made to clearly define eligibility requirements, refine and standardize key definitions, and reorganize the policy to align with the Board of Supervisors’ formatting and content guidelines, ensuring consistency and transparency. In addition, a standardized Fee Waiver Request form was introduced to capture all necessary information when applications are submitted to departments.

The Board may choose not to approve the recommended changes, direct staff to make additional modifications, or take no action.

All Departments had a chance to review the proposed changes, in compliance with Board Policy A-1 Development and Distribution of Board of Supervisors Policies. The Policy has been reviewed and approved by County Counsel.
