DISCUSSION / BACKGROUND
The Department of Transportation is requesting a budget transfer increasing operating transfers out and decreasing contingency in the Regional Surface Transportation Program (RSTP) County Match special revenue fund. California Department of Transportation (Caltrans) Local Assistance contends the federal participating amount for construction engineering shall be limited to 18% of the construction contract amount(s). The Merrychase/Country Club - Sidewalks, Class II/III Bikepath, Capital Improvement Program (CIP) project number 36105025 and Silva Valley Parkway/Harvard Intersection Improvements, CIP project number 36105036, exceeded that limit and will need an alternate funding source to cover the costs. The RSTP County Match Funds have been identified as an appropriate source, but there are not sufficient appropriations to allow for the transfer.
ALTERNATIVES
The Board could choose not to approve the budget transfer and the Road Fund would have to cover the costs.
