1) Reappoint Noelle Mattock, Designee - Joint Appointment, with a term expiration on September 30, 2029; and
2) Reappoint Juline Aguilar, Public Agency Representative, with a term expiration on September 30, 2029.

DISCUSSION / BACKGROUND
A Notice of Vacancy for positions on the El Dorado County Early Care and Education Planning Council (Council) was posted on August 27, 2025. This notice invited interested parties to apply or express interest in serving on the Council, which plays a vital role in shaping early childhood education policy and planning across the county.
Following the posting, the Planning Council convened to review current membership and evaluate candidates for reappointment. No other applications were received for these appointments. After careful consideration of qualifications, contributions, and ongoing commitment to the Council’s mission, the Council voted to reappoint Noelle Mattock, who has been on the Council since 2008, and Juline Aguilar, who has been on the Council since 2004, to continue serving as members. Both individuals have demonstrated strong leadership and dedication to advancing early care and education initiatives in El Dorado County.
Subsequently, the Council submitted a formal recommendation to the El Dorado County Board of Supervisors, requesting approval to proceed with the reappointments. This action ensures continuity in the Council’s work and supports its efforts to promote equitable access to quality early learning opportunities for children and families throughout the region.
