Sheriff’s Office recommending the Board:
1) Make findings in accordance with Purchasing Ordinance 3.12.160, Section B, that the unique nature of WatchGuard In Car Video Systems precludes competitive bidding; and
2) Authorize the Purchasing Agent to execute a Purchase Order, contingent upon approval from Risk and County Counsel, for the purchase of thirty-six (36) WatchGuard In Car Video Systems in the amount of $250,000.

DISCUSSION / BACKGROUND
Currently, each Patrol Vehicle that is operational in the Sheriff's Office utilizes a WatchGuard system for its In Car Video System (ICVs), this equipment is integrated with other systems and programs used by the Sheriff's Office and transitioning to another type of equipment would be detrimental and lead to more exorbitant costs due to the need for further adaptation. There is no other source from which to purchase this equipment. The Sheriff’s Office has been utilizing WatchGuard for several years with annual sole-source purchases within the Purchasing Agent’s delegated authority, in accordance with Procurement Policy C-17, 5.9 (b). However, to complete vehicle builds that have been pending, due to vehicle supply issues since Fiscal Year 2018-19, the Sheriff’s Office needs to purchase thirty-six (36) ICVs. The acquisition of these units allows the Sheriff’s Office to complete much needed vehicle builds shortly after the vehicles are delivered, rather than waiting for additional parts and equipment to be delivered causing further delay. This purchase exceeds the Purchasing Agent’s authority requiring Board Approval.
ALTERNATIVES
The Sheriff’s Office would not be able to procure equipment that is compatible with its current systems.
