Planning and Building Department, Planning Division, submitting for approval of a Final Map (TM-F25-0005) for Unit 4 of the East Ridge Village Subdivision (TM14-1521), creating a total of 54 residential lots and four (4) lettered lots, on properties identified as Assessor’s Parcel Numbers 119-390-036, 119-390-037, and 119-390-038 (Attachment E, Exhibit A) located on the southeast side of Valley View Parkway, approximately 0.87 miles east of the intersection with Blackstone Parkway, in the El Dorado Hills area (Attachment E, Exhibit B), and recommending the Board of Supervisors:
1) Approve Final Map TM-F25-0005 for East Ridge Village Unit 4 (Attachment E, Exhibit C); and
2) Approve and authorize the Chair to sign the Agreement to Make Subdivision Improvements (Attachment B).

DISCUSSION / BACKGROUND
The East Ridge Village Subdivision is a 734-acre project that previously received the following entitlements:
-Large-Lot Tentative Subdivision Map (Phase 0) creating 66 large lots for financing and phasing purposes, ranging in size from 0.06 acres to 58 acres;
-Small-Lot Tentative Subdivision Map creating a total of 759 lots consisting of 701 residential lots, 41 landscape lots, 12 roadway lots, two (2) recreational park lots, one (1) sewer lift station lot, one (1) water tank lot, and one (1) pump station lot.
This request is for a Final Map for Unit 4. Whereas a Tentative Subdivision Map shows conceptual design, including proposed layout, topography, and improvements, the Final Map establishes legal lot lines, easements, and dedications, which are recorded with the County Surveyor. The Tentative Map also sets the conditions for approval that must be fulfilled, whereas the Final Map process verifies that all applicable conditions have been met before the Final Map is recorded.
