DISCUSSION / BACKGROUND
On October 16, 2018, The American River Conservancy requested $5,000 to support the Wakamatsu Festival, a sesquicentennial four day celebration hosted on June 6-9, 2019. The festival will be held where the first Japanese colonists arrived at the Wakamatsu Tea and Silk Farm, 150 years ago.

At their March 5, 2019 meeting, the Board directed staff to return to the Board with a funding agreement in order to award the funding.

A funding agreement is required in order for the County to process the payment to the American River Conservancy. Approval of the funding agreement also provides the finding that a public benefit is derived from supporting this endeavor, which promotes cultural activities, historical preservation activities, promotional activities which enhance tourism and industry, and local community events which encourage a sense of community to the people of the County of El Dorado.

ALTERNATIVES
The Board could choose not to approve the funding agreement, and no funding would be provided in support of the event.
