Title: Department of Transportation recommending the Board: 1) Make findings pursuant to Article II, Section 210 b (6) of the El Dorado County Charter that there are specialty skills required for the work performed under this Agreement that are not expressly identified in County classifications, and that the ongoing aggregate of work to be performed under this Agreement is not sufficient to warrant addition of permanent staff; and 2) Authorize the Chair to sign Agreement for Services AGMT 10-53105 with Radman Aerial Surveys, Inc. in an amount not to exceed $150,000 effective April 22, 2011 through April 21, 2014 to provide aerial photography and topographic mapping services in support of the Capital Improvement Program. Fiscal Impact/Change to Net County Cost:
Funding for this Agreement will be recovered through restricted sources that fund the Department of Transportation’s (Department) Capital Improvement Program (CIP) projects.

Background:
Radman Aerial Surveys, Inc. (Radman) participated in the Department's 2010 Request for Qualifications. Radman's submittal was reviewed by a panel of qualified staff and external review was performed by the El Dorado County Surveyor. Radman was ranked number one for Aerial Surveying.

Reason for Recommendation:
The Department recommends the Board make findings pursuant to Article II, Section 210 b (6) of the El Dorado County Charter that there are specialty skills required for the work performed under this Agreement that are not expressly identified in County classifications, and that the ongoing aggregate of work to be performed...
