Health and Human Services Agency recommending the Board, acting as the Governing Board of the El Dorado County Public Housing Authority (PHA):
1) Adopt the PHA Five-Year Agency Plan, which covers the period of 2026-2030;
2) Approve and authorize the Chair to sign the HUD-50077-SL (attachment B), certifying that this PHA Plan is consistent with the State’s Consolidated Plan; and
3) Approve and authorize the PHA Five-Year Agency Plan (Consisting of forms HUD-50075-5Y and HUD-50077-SL) to be submitted to the U.S. Department of Housing and Urban Development (HUD).

DISCUSSION / BACKGROUND
The PHA administers the Housing Choice Voucher (HCV) Program, which provides federally funded rental assistance to eligible low-income individuals and families to help them obtain safe, decent, and sanitary housing in the private rental market. As required by HUD, the PHA must develop and maintain a Five-Year PHA Plan that establishes the agency’s mission, goals, and objectives for administering the housing programs. The PHA must also maintain an Administrative Plan that establishes local policies and procedures governing the administration of the HCV Program in accordance with applicable federal statues and HUD regulations.
Under the Housing and Economic Recovery Act of 2008, certain qualified PHAs are exempt from submitting an Annual PHA Plan to HUD. To qualify for this exemption, a PHA must administer fewer than 550 combined public housing units and vouchers, must not be designated as a troubled agency by HUD, and must not have a failing Section 8 Management Assessment Program (SEMAP) score. The PHA meets the exemption criteria as the PHA currently administers 417 HCVs, has not been designated by HUD as a troubled agency, and received a score of 86 percent on its 2025 SEMAP assessment, resulting in a Standard Performer designation.
