Chief Administrative Office and County Counsel recommending the Board consider and provide direction to staff on six County Charter sections identified for possible amendment by ballot measure.

DISCUSSION / BACKGROUND
One of the reports issued by the 2015-16 Grand Jury was titled “21st Century County Charter.” In that report, the Grand Jury made several recommendations for amendments to the County Charter, and recommended that the Board of Supervisors place the recommended amendments on the ballot for voters to consider/approve. In the discussion of the Board's response to that Grand Jury report, it was decided that the Board would not place any recommended Charter Amendments on a ballot, and would instead defer the consideration of those recommendations to a Charter Review Committee. The Charter Review Committee would then make recommendations to the Board.

The 2017-18 Charter Review Committee held 10 meetings between June 26, 2017, and January 8, 2018, and issued recommendations and responses on 15 subject areas of the Charter, including the nine Findings from the Grand Jury as well as six additional areas/items. A summary of the activities of the Charter Review Committee, prepared by the Chair of the Committee, is attached to this item for reference. Additionally, the corresponding agenda files as considered by the Committee are related to this Legistar file.

At the February 6, 2018 Regular meeting of the Board of Supervisors, the Charter Review Committee presented their recommendations for Charter revisions, which would go to the voters for decision, for discussion with the Board (Legistar Item 18-0143, February 6, 2018).
