Chief Administrative Office, Cemeteries and Airport Division, recommending the Board:
1) Approve and authorize the Chair to sign Resolution 148-2019, Resolution of Intention to Form Western Slope Cemetery Zone of Benefit within County Service Area 9;
2) Direct staff on what cemetery zone of benefit decision points should be included in a ballot measure brought forward to the Board Supervisors in a resolution;
3) Set a public hearing for November 5, 2019, at 10:00 a.m. to consider formation of the zone of benefit; and
4) Approve a budget transfer to increase appropriations in the Chief Administrative Office, Cemeteries and Airport Division, by $24,000, and reduce the General Fund Appropriation for Contingency by a like amount, to pay for the required mailing of postcards to the parcel owners, in the proposed zone, for the date and time of the public hearing (4/5 vote required to approve budget transfer). DISCUSSION / BACKGROUND
The proposed Zone of Benefit consists of approximately 67,630 parcels located in County Service Area Number 9, which is the western slope of El Dorado County with the exception of the City of Placerville, Kelsey Cemetery District, Georgetown Cemetery Zone of Benefit, Community Services Area 3, and Happy Homestead Cemetery District.
The proposed purpose of the Zone is to provide funding for cemetery operations, maintenance, historical preservation, and capital improvement services within the Zone boundaries. The facilities include 17 cemeteries that the County currently operates, and the number of cemeteries is likely to increase.
California State Law allows the Board to form a zone of benefit by following the procedures set forth in Government Code Sections 25217 (b) expressly authorizes the Board to initiate proceedings to form a zone of benefit by following the procedures set forth 25217 and 25217.1.
