DISCUSSION / BACKGROUND
In September of 2002 the Library department entered into a perpetual agreement with SirsiDynix to provide the software license and maintenance of the system used for library operations, including circulation, acquisitions, cataloging of library materials, registering patrons, check-in and check-out items, place holds, pay fines, provide public-facing catalog of items and the services of third-party vendors. SirsiDynix has provided continuous service without incident, and the agreement has been renewed since 2002.
The existing contract with SirsiDynix will increase in year two in the amount of $86,389 for onsite services or $112,889 for cloud services additional increases in years three, four, five.
On September 19, 2023 (Legistar item #23-1608) the Board approved the Library Department's recommendation amending quote 31004619000100, extending SirsiDynix for a one-year term in the amount of $75,025.93, allowing the department to bid the services competitively.
At the request of the Library Department, the Chief Administrative Office, Procurement and Contracts Division issued an invitation to bid, #24-956-022 on December 5, 2023 for Integrated Library Software and Online Public Access Catalog. The invitation to Bid was published on the County's eProcurement system, PlanetBids. One qualified response was received.
By contracting with ByWater Solutions the first-year costs for migration & implementation, training, annual support and cloud services hosting is $83,040 and a $32,680 annually for year two and, three.
