DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA recommending the Board approve negotiations to purchase Parcel Number APN-323-440-16 located at 2687 Andler Road, and appoint the CAO or designee as the real estate negotiator on behalf of the County.

DISCUSSION / BACKGROUND:
On June 20, 2017, the Board approved the Mental Health Services Act (MHSA) three-year plan (File ID: 17-0551; Item 33), thereby authorizing the Health and Human Services Agency (HHSA) to develop a community-based Wellness Center. The Community Wellness Center could address gaps in services and allow for better access to behavioral health services. The site will also be considered for use with a separate housing component to include partnerships with HHSA housing programs to determine feasibility and sustainability of a bridge housing program model. The Wellness Center would provide a structured environment to offer participants life skills, employment development and other wellness focused activities along with an opportunity to screen participants to engage and link them to appropriate eligible services to support their wellness.

HHSA will evaluate the options to manage the day to day operations and programs offered through the Wellness Center. The evaluation would identify management and operation structure, identify and train Peer Support Specialists from the HHSA Peer Leadership Academy and develop classes and groups to engage participants.
