Public Health Department recommending the following:
1) Adopt Resolution authorizing submission of claims and other financial documents to Sacramento County for the Housing Opportunities for Persons with AIDS (HOPWA) funding;
2) Authorize Chairman to sign the Contractor Certification of Compliance form; and
3) Authorize Director of said Department to sign the Certificate Regarding Lobbying.
RECOMMENDED ACTION: Adopt Resolution 029-2007.

Fiscal Impact/Change to Net County Cost: County will receive $33,908 from Sacramento County to support its HOPWA activities. There is no net County cost.
Background: El Dorado and other local rural counties obtain their HOPWA and Ryan White C.A.R.E. Act funding through Sacramento County. Other AIDS Programs are funded directly by the State under an AIDS Master Grant, and include grants for 1) Education & Prevention, 2) Evaluating Local Interventions, 3) HIV Counseling and Testing, and 4) a Drug Assistance Program.
The HOPWA Program provides emergency housing assistance for El Dorado County residents and their families living with HIV disease. Short term assistance and supportive services are provided to qualified persons for rent, mortgage, and utilities to prevent homelessness.
Reason for Recommendation: The new contract with Sacramento County for HOPWA services has been signed by the Purchasing Agent per the County's newly adopted purchasing ordinance and is for the term 01/01/07 through 12/31/07. These documents are part of the complete contract package requested by Sacramento County.
