Title: General Services and Transportation Departments recommending Chairman be authorized to sign Grant Agreement for AIP Project No. 3-06-0188-12 with the United States Department of Transportation, Federal Aviation Administration (FAA) for grant funds in the amount of $384,049 for improvements to the Placerville Airports, contingent upon County Counsel and Risk Management approval; noting improvements shall consist of Phase 2 Replacement of Medium Intensity Runway Lighting (MIRL) and installation of a new Precision Approach Path Indicator (PAPI) on Runway 5-23 and construction of an Automated Weather Observation System (AWOS) at said airport. Fiscal Impact/Change to Net County Cost: The total project cost (both projects combined) is estimated at $513,000. $384,049 of this cost is covered by this FAA grant. DOT intends to apply to the State Department of Transportation, Cal Trans Aeronautics program for a 2.25% matching grant in the approximate amount of $10,000 with the local share approximately $11,000 or 2.75% being provided by the Airport Enterprise Fund. Based on current project estimates there is a funding shortage of approximately $109,000. At the time of this writing both projects are out to bid with bid openings on June 12, 2008. If the combined low bids exceed the $404,211 of total funding available, the AWOS project could be postponed until additional FAA funds become available.
