DISCUSSION / BACKGROUND
The Parks and Trails Division (Division) currently has a vision statement that was developed in 2012 with the first Parks and Trails Master Plan (2012 Master Plan):
The 2012 vision for parks, trails, and rivers in El Dorado County is to offer access to a diverse selection of recreation opportunities that provide multiple benefits, including:
• Health and wellness for residents of all ages and abilities;
• Centers for community gathering and events;
• Enhanced sense of place and local identity;
• Protection for El Dorado County’s unique natural and cultural resources; and
• Economic development associated with recreation-based tourism and quality of life.
On March 25, 2025 (Legistar 25-0377), the Board of Supervisors approved the Parks and Trails Master Plan Update (2025 Master Plan). The 2025 Master Plan was developed over the course of several years which included a series of workshops with the public to gather input from the community, user groups, partners, and local agencies, an online public survey, and regular review and editing with the Parks and Recreation Commission.
In light of the approval of the new 2025 Master Plan, the Division seeks to update the 2012 vision statement and establish a mission statement to communicate the Division’s purpose, values, and priorities.
Division staff underwent a series of workshops to prepare two draft statements for the PRC to consider. The following key themes were identified as guiding principles and used to develop the draft mission statements: world-class natural and cultural resources, recreation destination, collaboration, stewardship, and education.
