Title Planning and Building Department, with concurrence from the Chief Administrative Office and pursuant to Board of Supervisors Policy B-2, Section II, B(3), recommending the Board approve a waiver of applicable fees for a Temporary Use Permit in the amount of $1,927 requested by the Sierra Educational Foundation for hosting the 2024 Ullr Fest, with proceeds for educating and supporting the Sierra at Tahoe youth ski and snowboard athletes by providing an opportunity to pursue their passion and achieve their full potential, regardless of their economic or social circumstances with a key benefit to the local community.

DISCUSSION / BACKGROUND
The Sierra Educational Foundation is hosting the 2024 Ullr Fest on November 2, 2024, with proceeds benefiting the local community. The majority of the event’s proceeds will allow them to grant scholarships, provide free sports educational opportunities, and allow for lower to no-cost training. The Sierra Educational Foundation is a 501(c)3 local non-profit organization.
Due to the nature of this event and the planned activities, a Temporary Use Permit (TUP) is required. The total estimated fees for this TUP are $1,958.54, including $985 for Planning fees, $86 for Environmental Management Department, and $856 for Department of Transportation fees. (Attachment B). The only fee not recommended to be waived is the technology fee for $31.54 as this fee is typically not waived as it is nominal on a project level, and the accumulated collection from all projects is essential for broader County operations. The Planning and Building Department, with concurrence of the Chief Administrative Office, is recommending the Board consider waiving the TUP fees in the amount of $1,927, as this event will provide a substantial public benefit (Attachment D).
