Health and Human Services Agency recommending the Board:
1) Approve and authorize the Chair to sign Agreement for Services 3740 with Psynergy Programs, Inc. for the provision of adult residential facility services, in the amount of $150,000, for the term of August 1, 2019 through July 31, 2020;
2) Make findings in accordance with County Ordinance 3.13.030 that it is more economical and feasible to contract with Psynergy Programs, Inc. for services provided under this Agreement 3740 because the County has neither the staff nor facilities to perform said services; and
3) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 3740 including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.
FUNDING: Federal and State Funding: 50% Federal Short Doyle Medi-Cal; 50% 1991 or 2011 State Realignment.

DISCUSSION / BACKGROUND:
Acting as the Mental Health Plan for the County of El Dorado, the County has the obligation to provide eligible County residents with mental health services, including adult residential facility services in accordance with Welfare and Institutions Code Section 5600 et seq., 5775 et seq., 14000 et seq., and 17000 et seq.
Adult Residential Facilities (ARF), like those operated by Psynergy Programs, Inc. (Psynergy), facilitate the movement of mental health Clients from restricted living environments to less restricted, independent-living, in the community. To meet the demand for Client ARF placements, the County contracts with ARFs in and out-of-county, however, bed availability is limited, which may result in long wait times for Client admissions. By contracting with Psynergy, the County will have access to four additional facilities in the state, two of which are located in Sacramento County.
