Chief Administrative Office, Facilities Division, recommending the Board:
1) Authorize the Purchasing Agent to sign Agreement for Services 6912 with Vanir Construction Management, Inc. for a not-to-exceed amount of $99,031, for a term of two years, to provide architectural design services as related to the South Lake Tahoe Sheriff’s Office Carport Structure; and
2) Make findings pursuant to Article II, Section 210b(6) of the El Dorado County Charter that the ongoing aggregate of the work performed under this Agreement is not sufficient to warrant the addition of permanent staff.
FUNDING: General Fund - Sheriff.

DISCUSSION / BACKGROUND
Vanir Construction Management, Inc. was selected from a Request for Qualifications solicitation (No. 20-918-031) and proved to provide the best project fit and value. The Sheriff Department has had a long need for a carport structure for their operations in South Lake Tahoe. Harsh winter conditions can be abusive to equipment and hinder response times in cases of emergency. A carport structure would alleviate these concerns. The Sheriff allocated $600,000 for this project and the project is included in the FY 2022-23 Facilities Capital Workplan.
Services under this proposed contract include project initiation, site visits, data gathering, final design (including permitting with the Tahoe Regional Planning Agency), construction documentation including bid documents, and support through the project close out.
The Division requests the Board authorize the Purchasing Agent to sign Agreement for Services No. 6912 with Vanir Construction Management, Inc. for a not-to-exceed amount of $99,031 and a term of two years.
