DISCUSSION / BACKGROUND:
The CHVP aims to assist overwhelmed families facing the risk of Adverse Childhood Experiences (ACEs), such as child maltreatment, domestic violence, substance use disorders, and mental health issues. By providing home visiting services, CHVP equips parents with the necessary tools and knowledge to independently raise their children. This proactive intervention focuses on fostering positive parenting and promoting healthy child development. Extensive research spanning decades supports the effectiveness of home visiting, revealing that visits by trained professionals during pregnancy and early childhood significantly enhance the well-being of both children and families. Parental home visiting services provides children a strong foundation in their early years and sets the stage for a brighter and more prosperous future.

On December 5, 2023, the Board approved Resolution 173-2023 authorizing the addition of a 0.80 FTE Limited Term Health Educator position to support the CHVP until June 2028 (Legistar file 23-1485). Due to the consistent funding of CHVP, HHSA PHD is now requesting the addition of a dedicated, permanent 1.0 FTE Health Educator and the deletion of the vacant 0.8 FTE Limited Term Health Educator to support the CHVP. In collaboration with the Human Resources Department, HHSA has developed the attached Personnel Allocation Resolution, which has been approved by County Counsel.
