DISCUSSION / BACKGROUND
At the request of the El Dorado County Transportation Commission (EDCTC) in December 2019, staff-initiated discussions with the partner agencies to determine the best approach to explore Federal advocacy services. Based on these discussions, EDCTC and partner agencies determined an MOU would be most appropriate and cost-effective. On February 6, 2020, EDCTC authorized the Executive Director to negotiate an MOU with the partner agencies. The MOU will clearly identify the financial commitment and coordination roles and responsibilities of each partner agency.

The MOU includes the staff recommendation for the financial commitment through a percentage split for each partner agency. Staff has proposed that El Dorado County and EDCTC will each contribute 40% of the contract cost, while El Dorado Transit and the City of Placerville will each contribute 10% of the contract cost. The annual not-to-exceed amount was determined appropriate by all partner agencies and was included within the Request for Proposals, released on February 19, 2020. The proposed MOU allows for EDCTC to work directly with partner agencies individually or collectively to advance transportation and infrastructure projects and programs throughout El Dorado County. EDCTC has submitted the MOU to the partner agencies for final approval. Each partner agency governing board will consider approval of the MOU at a regularly scheduled public meeting. Should any changes be made to the MOU from what is proposed by staff, the revised MOU will be brought back to EDCTC for approval.

EDCTC approved the MOU at its March 5, 2020, meeting.
