DISCUSSION / BACKGROUND
The Sheriff’s Office recommends the approval of the transfer of the cardroom license for the El Dorado Hills Casino (formerly Blacksheep Casino) from Randy Yaple to Cold Water Partners, Inc., a jointly owned entity of Randy Yaple and Salvatore Palma.
On March 16, 1993, the Board authorized issuance of a cardroom license to Noel Paulson in the Blacksheep Inn, located at 3320 Cameron Park Drive, Cameron Park.
On June 8, 1993, the Board approved the addition of Mr. Gage as a partner with Mr. Noel Paulson in the operation of the cardroom located at the Blacksheep Casino.
On September 15, 1998, the Board approved the application for the Blacksheep Casino to operate a cardroom at 3181 Cameron Park Drive, Suite 107/108, in Cameron Park.
The Blacksheep Casino was operating with a cardroom license under the name of the owner Noel Paulson, and later the business was sold to Randy Yaple. On December 30, 2014, Mr. Yaple applied for a California Department of Justice (DOJ) Bureau of Gambling Control State Gambling License. Mr. Yaple applied for an El Dorado County Cardroom Establishment License on February 20, 2015, and applied for a County business license with the Treasurer/Tax Collector's office on April 22, 2015. On April 14, 2016, the Sheriff's Office received notice that Mr. Yaple's State Gambling license was approved by the DOJ. After the approval of the Gambling license was received, the Sheriff's Office worked with the Planning, Building, Fire and other Departments to verify that the cardroom would not violate applicable zoning, fire, building or other applicable laws and regulations.
