Chief Administrative Office, Procurement and Contracts on behalf of Department of Transportation, recommending the Board approve the following:
1) Award Bid 22-290-066 for the purchase of Guardrail Materials to the lowest qualified bidder, Midstate Barrier Inc., of Stockton, California;
2) Authorize the Purchasing Agent to issue a purchase contract in the amount of $288,571 for a thirty-six (36) month period following Board approval; and
3) Authorize the Purchasing Agent to increase the blanket purchase order on an "as needed" basis during the awarded period as long as funding is available within the requesting department's budget.
FUNDING: 100% Road Fund.

DISCUSSION / BACKGROUND
At the request of the Department of Transportation, the Chief Administrative Office, Procurement and Contracts Division, issued Invitation to Bid 22-290-066 for the purchase of Guardrail Materials. The guardrail sections and hardware will be used for maintenance and repairs in the event of accidents or other types of damage that impact guardrail integrity.
The Invitation to Bid was published in the County's eProcurement system, PlanetBids. Four bids were received, none from local vendors. The lowest qualified bidder is Midstate Barrier, Inc., of Stockton, California.
ALTERNATIVES
Without Guardrail Materials, there would be increased risk and expense for traveling hazards incurred on County roadways.
