Fiscal Impact/Change to Net County Cost: The total estimated cost, noted above, is for the entire three year contract, which expires June 30, 2010. Funding in the amount of $1,606,051 is for the 2007-08 fiscal year and has been included in the preliminary FY 2007-08 budget process.

Background: The State Department of Alcohol and Drug (A/D) Treatment and Prevention Programs Agreement is a multi-year contract and covers the period of July 1, 2007 through June 30, 2010. This Agreement provides funding for basic alcohol and drug treatment services for residents of El Dorado County and is combined with other funding, received from various sources, to provide additional alcohol and drug treatment and other counseling services. The County subcontracts with local, community based, non-profit agencies to bring a variety of needed services to the adults and youth of our community who have issues involving substance abuse. These subcontracts are being processed by the Department and several will be brought to the Board during the next few weeks.

Reason for Recommendation: This agreement must be executed before the beginning of the fiscal year to assure continuity of mandated and highly used alcohol and drug treatment and domestic violence services.
