DISCUSSION / BACKGROUND
The COA is an advisory body that advocates for seniors, promotes services to help them remain independent, and advises the Board on aging-related issues in El Dorado County. Its mission focuses on advocacy, advising, and adapting to ensure seniors live safe, secure, and productive lives, with access to services that promote independence and well-being. The COA works closely with the Area Agency on Aging (AAA) in El Dorado County and HHSA’s Community Services Division, Older Adult Services, is the designated AAA and administers AAA programs for older adults. The COA is mandated under the Federal Older Americans Act of 1965, the Older Californians Act, and El Dorado County Ordinance Code 2.20.120-2.20.210.
The COA’s role is federally required as a condition for receiving Area Plan funding that supports services for older adults in El Dorado County. The COA is comprised of six commissioners appointed by the Board, six community representatives appointed by the COA and one representative from each incorporated city within the County. Members of the public are encouraged to attend the Commission’s monthly meetings, participate in discussions, and share input on matters brought before the COA.
Consistent with County expectations for all boards and commissions, the COA is required to provide an annual report to the Board. This presentation provides the Board an overview of the Commission’s operations over the past year, including its structure, accomplishments, challenges, and priorities for the future.
