1) Receive a Presentation by Choices for Children on the Immediate Impacts of No State Budget on Child Care and Families; and
2) Approve a Letter to Governor Schwarzenegger requesting Immediate Passage of the California State Budget.  (Est. Time: 10 Min.)
Body
As the continued stalemate in Sacramento goes into the longest period ever, the effects on children, families, child care providers (both Center and Family Child Care Homes) and agencies deepens.  On June 15th, Choices For Children sent out letters to all parents and providers warning of potential problems with making payments to providers if the State of California did not have a signed budget.  On September 15, a second letter was sent warning that due to the lack of a budget and lack of funds from the State, Choices For Children would have to delay payments for two of our three primary subsidized childcare programs.  One of the CalWORKs programs - Stage 2 - has been partially funded due to the nature of its being an "entitlement" program connected to Temporary Assistance for Needy Families (TANF) dollars.  
The following children and families would be affected:
CAPP - General Child Care - 115 families - 179 children
      80 families with 131 children are WORKING parents
      15 families with 25 children are CPS referred families
      8 families with 13 children are INCAPACITATED parents
      12 families with 21 children are Student parents
Stage 3 - CalWORKs - 72 families - 144 children
      64 families with 128 children are WORKING parents
      8 families with 16 children are Students/Working parents
      3 families with 4 children are Seeking Employment parents
Stage 2 - CalWORKs - 154 families - 260 children
      119 families with 202 children are WORKING parents
      35 families with 58 children are Students/Working parents
