Title: HEARING - Planning and Building Department, Planning Division, Current Planning Unit, bringing to the Board a Pre-Application Notice of Intent for a Senate Bill 35 affordable housing project, SB-35 Diamond Springs Mixed Use (SMH-P25-0001), located on the California Tax Credit Allocation Committee/Housing and Community Development (CTCAC/HCD) Opportunity Map in Diamond Springs within a moderate resource area (Assessor’s Parcel Number 097-010-067). The project includes the development of two (2) residential floors on top of an existing commercial building, located at the northwest corner of the intersection of Pleasant Valley and Racquet Way, in the Diamond Springs area. Staff recommending the Board take the following actions: 1) Receive and file a presentation on the current requirements of Senate Bill 35; and 2) Hold a public meeting for public and local government comment on the project. DISCUSSION / BACKGROUND
A Senate Bill 35 (SB 35) Notice of Intent (NOI) application was received by the Planning Division for the Diamond Springs Mixed Use Affordable Housing Project (SMH-P25-0001) on July 15, 2025 to propose the construction of two (2) stories of housing consisting of sixteen (16) units above an existing single-story commercial building at 677 Pleasant Valley Road (Assessor’s Parcel Number 097-010-067). The proposed SB 35 project is located within a moderate resource area according to the CTCAC/HCD Opportunity Map.

According to a recent state law (SB 423), which expands and extends SB 35, an informational public meeting with the Board of Supervisors (Board) is required, within 45 days of receiving the NOI, for any proposed SB 35 affordable housing project located within a census tract that is designated either as a low or moderate resource area by the CTCAC/HCD Opportunity Map.
