Human Resources Department recommending the Board authorize the Purchasing Agent to sign retroactive Agreement No. 102-S1410 with Golden Gate Dispute Resolution in an amount not to exceed $25,000 for a term of July 1, 2013 to June 30, 2014 to provide impartial, orderly, and equitable arbitration and mediation services in grievance cases and other disputes involving the County, its employees, and/or County employee associations, in accordance with established County labor agreements on an as-needed basis, for said Department.

No change to Net County Cost as funds for these services are included in the Human Resources Department proposed FY 2013/2014 budget.
Background
The grievance process is utilized by the unions and County to provide an orderly and equitable procedure for the resolution of misunderstandings and disputes on the interpretation of a memorandum of understanding. An arbitrator is selected by the agreement of both the union and County from the list of arbitrators provided by the California State Conciliation and Mediation Services. The cost of the arbitrator is shared by the union and the County. This contract represents the County's share.
Reason for Recommendation
The arbitrator doing business as Golden Gate Dispute Resolution was agreed to by both the union and the County.
Action(s) to be taken following Board approval
1. Chairman to authorize the Purchasing Agent to sign Agreement No. 102-S1410.
2. Procurement & Contracts will process the Agreement and provide a copy to Human Resources for administration.
