Net county cost reduction of up to $267,229 in Sheriff Search and Rescue depending on the funding option selected by the Board.

Background
Title III of the Secure Rural Schools and Community Self-Determination Act provides funding for fire safe education and planning and/or search and rescue efforts on federal land. For federal fiscal year 2011, the County was erroneously projected to receive $58,019. However, the actual amount received was $169,398.70. These additional funds plus the interest accrued leaves an unallocated Title III fund balance of $116,698.68.

Congress recently reauthorized the Secure Rural Schools Act for federal fiscal year 2012, and the Board of Supervisors made the necessary payment elections on August 8 (reference File ID 12-0974). As a result of these actions, the county has an additional $158,852.45 to allocate among fire safe and search and rescue activities in FY 2012-13.

The total amount of Title III funds to be allocated is $275,552.13.

Funding Options
The Board has historically appropriated Title III funds in several ways. When Title III funds were more abundant, the Board would divide the funds among fire safe and search and rescue activities, and issue a Request for Proposal for fire safe projects. As Title III funding decreased the Board selected either fire safe or search and rescue for funding in a given year. Recently the Board has chosen to fund the El Dorado County Fire Safe Council without a Request for Proposal process.

The Chief Administrative Office recommends that the $275,552.13 be allocated to Sheriff’s Office search and rescue.
