Fiscal Impact/Change to Net County Cost

Background
On September 10, 2013 the Board of Supervisors received a presentation about Hangtown Haven, Inc. from Art Edwards and City of Placerville Mayor Wendy Thomas. Included in the presentation was a recommendation to move Hangtown Haven from the current location on upper Broadway in Placerville to County owned property on Perks Court. Following the discussion, the Board of Supervisors directed the Chief Administrative Office to convene an inter-agency task force for the purpose of examining the homeless sheltering locations and return to the Board no later than November 5, 2013 with a preliminary report.
County owned property on Perks Court was discussed during the September 10 presentation as a possible location for Hangtown Haven. As a first step in examining this proposal the Chief Administrative Office convened a meeting of county staff with representatives from County Counsel, Planning, Transportation, Facilities, Environmental Management, and Housing, Community and Economic Development. Following a detailed group discussion of the proposal, staff independently researched issues relative to each department. The Mother Lode School District and Diamond Springs/El Dorado Fire Protection District have also provided information relative to the Perks Court proposal. Concurrently, a list of all county owned property has been obtained from the Assessor's Office with the goal of identifying alternative shelter locations. A preliminary report is still under development.
