Probation Department recommending the Board:
1) Approve and authorize the Chair to sign Amendment I to Agreement for Services 5758 with Justice Benefits, Inc, to increase the not-to-exceed amount by $34,000 for a total not-to-exceed amount of $134,775 to cover the remainder of quarterly invoices through the end of the term of the agreement on August 13, 2023, for the provision of providing the Probation Department professional assistance specific to Federal Title IV-E Administrative Claims; and
2) Authorize the Chief Probation Officer and Deputy Chief Probation Officer to execute further documents relating to Contract 5758, including future amendments which do not increase the maximum dollar amount or term of the Contract, and contingent upon approval by County Counsel and Risk Management.
FUNDING: 100% Title IV-E (Federal Payments for Foster Care, Prevention, and Permanency).

DISCUSSION / BACKGROUND
Title IV-E of the Social Security Act (Title IV-E) allows local governments to claim partial reimbursement for specified activities undertaken for youth in foster care, youth at risk for removal from their homes, and youth in general. Claims are based on time studies completed for each calendar quarter.
Since August 14, 2019, Justice Benefits, Inc, (JBI), has provided the Probation Department (Probation) professional assistance specific to Title IV-E administrative claims, time study software, and assisting in exploring new state funding opportunities.
On July 27, 2021, (Item 21-0911, Agenda #19) the Board approved Agreement #5758 with JBI, in the amount of $100,755, to continue providing Probation the Title IV-E claim assistance.
Since Board approval is needed for amounts exceeding the Purchasing Agent’s authority, this request is to approve and sign this Amendment I to increase the compensation to a not-to-exceed total of $134,775 to cover remaining quarterly charges through to August 13, 2023.
