DISCUSSION / BACKGROUND:
The California Department of Health Care Services (DHCS) Multipurpose Senior Services Program (MSSP) was established under the Welfare and Institutions Code (WIC) 9400 et seq. to address the fragmented delivery of health and social services for the frail elderly. The MSSP is a Medi-Cal program which provides services and supports for seniors who need extra help to stay in their homes as long as possible. The program aims to provide a coordinated network of care for individuals at risk of institutionalization by utilizing a range of vendors to deliver tailored services. Individuals who qualify for MSSP must meet the criteria for Frail Elderly status, which includes requiring assistance with three or more Activities of Daily Living (ADLs) and being eligible for Medi-Cal with no share of cost. CHC is the organization contracted with the DHCS to administer the MSSP.
