DISCUSSION / BACKGROUND
In September 2009, the Board approved Agreement 1026 (legacy agreement 875-S0911) to obtain commissary services from Keefe. Keefe provides commissary services to both jails in the County, allowing inmates to purchase sundries and food items using their own funds which are held in the Inmate Welfare Trust Account.

The term of the agreement, as originally approved was from April 30, 2009 to April 29, 2014 with automatic renewals for successive one-year terms thereafter. Either party had the right to terminate the agreement by giving notice in writing to the other party 30 days prior to the expiration of any renewal term.

On April 23, 2019, with Legistar file 19-0571, the Board approved that the agreement be amended to a month-to-month contract. The agreement was not brought to the Board to approve the continued use in FY 2023-24, therefore, the request to add funds to the agreement is retroactive for FY 2023-24.

Per BOS Policy C-17, the Board is being requested to approve this action since it is a perpetual contract.
