6) Tahoe Environmental Improvement Program.

Background:
On March 2, 2009, the Department of Transportation (DOT) held a Workshop for the Board in which the proposed 2009 Capital Improvement Programs (CIP) for the West Slope Road and Bridge, Capital Overlay and Rehabilitation Program, Airports, and Tahoe Environmental Improvement Program (EIP) were discussed and the Board provided informal direction to DOT. On May 5, 2009, the Board approved CIPs for those same DOT business areas. At this workshop, DOT will present the proposed changes to the 2009 CIPs for those same areas along with plans for creating CIPs for Parks & Trails and Facilities responsibilities, which were incorporated into DOT in 2009.

In general, DOT proposes to continue with the same projects approved in the 2009 CIPs with a few changes driven by new information and revenue challenges. Some of the key changes to the West Slope Road and Bridge CIP are:
o New grants enable some road projects to be built now instead of post-2018, including the Silva Valley Parkway Widening (72370), the White Rock Road Widening - Latrobe Road to Monte Verde (72372), and the Winfield Way Signal (GP181);
o Some projects will be delayed to post-2018, including the Latrobe Road/White Rock Road Connector - new road (66116) and the El Dorado Hills Boulevard/Francisco Drive Intersection Alignment (72332).

The major changes to the Tahoe EIP include:
? The addition of a new watershed project (Meyers Erosion Control Project) in line with the prioritization of pollutant load reduction in the Tahoe area;
