Background
The CCP Executive Committee adopted a set of CCP Bylaws at its March 31, 2014 meeting. The Bylaws included a mechanism to create ad hoc subcommittees but no ability for the CCP to create standing committees, if desired. The intent was to focus committee work on a specific need or issue as approved by the Partnership. When their objectives were met, they were to be disbanded. The subcommittees were the Fiscal and Programming Ad Hoc Committee (FPAC) and the Research and Planning Ad Hoc Committee (RPAC).
 
Reason for Recommendation
Experience with the FPAC and RPAC has indicated that to tackle the policy issues they had been tasked with addressing, they need to be established in a more formal capacity and meet on an ongoing basis. Staff is recommending that in concert with amending CCP Bylaws, the Executive Committee disband the FPAC and RPAC, and establish standing subcommittees.  Staff also recommends that up to three members of the CCP Executive Committee be appointed to serve on each of the standing subcommittees.
