Health and Human Services Agency (HHSA) recommending the Board:
1) Adopt and authorize the Chair to sign Resolution 107-2026 delegating authority to the HHSA Director, Chief Assistant Director, or Behavioral Health Director to accept annual funding allocations and execute all necessary documents required to secure and maintain the Projects for Assistance in Transition from Homelessness, Community Mental Health Block Grant and Substance Use Prevention, Treatment, and Recovery Services Block Grant, allocations issued by the Department of Health Care Services, through June 30, 2027, contingent upon approval by County Counsel, and Risk Management as applicable;
2) Delegate authority to the HHSA Director, Chief Assistant Director, or Behavioral Health Director to execute additional documents related to these grant allocations/agreements and any amendments thereto, that do not increase Net County Cost, contingent upon approval by County Counsel, and Risk Management as applicable; and
3) Approve and authorize the HHSA Agency Chief Fiscal Officer to execute any required fiscal reports for said allocations.

DISCUSSION / BACKGROUND:
The County of El Dorado Board Policy A-6, Grants, Allocations, & Donations establishes the Board as the sole authority for accepting grant awards and approving grant agreements over $10,000. In accordance with said policy, HHSA has presented many funding/revenue agreements, grants, and other funding allocations to the Board for acceptance, over the course of many years.
On an annual basis, DHCS issues at least three annual revenue agreements to HHSA that require signature by the HHSA Director or Behavioral Health Director. These include, but may not be limited to the PATH, MHBG, and SUBG funding agreements, as defined below:
