DISCUSSION / BACKGROUND
California Assembly Bill 481 (AB481) was authored by Assembly Member David Chiu and approved by Governor Newsom on September 30, 2021. The purpose of AB481 was to address the funding, acquisition, and use of military equipment. AB481 added Chapter 12.8, Section 7070 through 7075 of the Government Code.

On May 24, 2022, with Legistar file 22-0758, the Board adopted an ordinance related to approval of a Military Equipment Policy in accordance with AB481 (Ordinance No. 5160).

On December 12, 2023, with Legistar file 23-2169, the Board received and filed the Annual Military Equipment Report which was titled “2022”, covered fiscal year 2023/2024 and was released in 2024. In 2025, a CalOES policy change required the Military Equipment Report to be completed annually by May 31st. To better comply with this change, the reports going forward will be based on the calendar year. On May 20, 2025, with Legistar file 25-0869, the Board received and filed the report for 2025.
