DEPARTMENT RECOMMENDATION
The Sheriff’s Office recommends acceptance of this award to offset prior expenses incurred in the Custody Division for the incarceration of inmates born outside the US with no documented claim to US citizenship.
DISCUSSION / BACKGROUND
The SCAAP awards are based on a jurisdiction’s pre-trial and post-conviction time served by inmates incarcerated for four or more consecutive days, who are born outside the US with no reported or documented claim to US citizenship, and convicted of a felony or second misdemeanor for violation of state or local law.
Eligible costs include: salaries, overtime, corrections work force recruitment and retention, construction of corrections facilities; training/education for offenders; training for corrections officers related to offender population; medical and mental health services; vehicle rental/purchases for transport of offenders; prison industries; pre-release/re-entry programs; technology involving offender management/inter-agency information sharing; and disaster preparedness continuity of operations for corrections facility.
Applicants are now required to accept awards online within 45 calendar days of award notice. In accordance with the Office of Justice Programs (OJP) Financial Guide, Part II, Chapter 2, Acceptance Procedures requiring acceptance/drawdown of awards within 45 days of notice of award, and Part IV, Chapter 2, section 16.606, State Criminal Alien Assistance Program (SCAAP) requiring an "expeditious draw-down of payments."
