Planning and Building Department, Planning Division, submitting for approval of the Final Map (TM-F24-0004) for the Carson Creek Village 11C Subdivision (TM20-0001), creating a total of 98 residential lots, on property identified as Assessor Parcel Number 117-820-068 located on the south side of Investment Boulevard approximately 0.4 miles southwest of the intersection with Latrobe Road in the El Dorado Hills Community Region (Attachment E, Exhibits A and B), and recommending the Board:
1) Approve the Final Map (TM-F24-0004) for Carson Creek Village 11C Subdivision (Attachment E, Exhibit C); and
2) Approve and authorize the Chair to sign the Agreement to Make Subdivision Improvements (Attachment B). (District 2)

DISCUSSION / BACKGROUND
Carson Creek Village 11C Final Map would create a total of 98 residential lots ranging from 4,725 square feet to 37,511 square feet (Attachment E, Exhibit C). The Carson Creek Village 11C Final Map is based on the Carson Creek Tentative Subdivision Map approved by the Board of Supervisors on August 10, 2021 (Attachment E, Exhibit D), with Village 11A Final Map approved by the Board of Supervisors on August 22, 2023 (Legistar file 23-1519) (Attachment E, Exhibit E), and Village 11B Final Map approved by the Board of Supervisors on May 21, 2024 (Legistar file 24-0884) (Attachment E, Exhibit F).
With the approval of Village 11B Final Map, the Board authorized an agreement to establish special taxes for supplemental ambulance service and fiscal impacts to the County General Fund as identified within the associated Development Agreement DA20-0001 sections 3.8.3 and 3.8.1. This Agreement provides for a Supplemental Tax to mitigate for the estimated annual County General Fund shortfall from the Project and a Supplemental Ambulance Services Tax for ongoing ambulance services to be established prior to the next small lot final map.
