DISCUSSION / BACKGROUND:
The California Crippled Children’s Act, established in 1927 and refined in 1978 through the Robert W. Crown California Children’s Services Act, aims to provide services to children and youth up to the age of 21 who are afflicted with life-limiting diseases, physical and functional disabilities, and specific genetic abnormalities. Covered conditions include cystic fibrosis, cerebral palsy, rare blood disorders, heart transplants, and catastrophic brain trauma.

The California Children’s Services (CCS) program, managed by the Public Health Division of HHSA, serves an average of 650-850 families annually in El Dorado County.

The Michael and Sarah Worlow Neri Family Trust, established in 1996 and amended in 2000, designated the County’s CCS program as a contingent beneficiary, likely in recognition of services provided to a family member. The County received official notification of this beneficiary status in 2008.

On November 14, 2023, the Board approved the acceptance of a $137,000 unrestricted donation from William David Worlow, representing the Michael and Sarah Worlow Neri Family Trust, to support the CCS program (Legistar file 23-1963). The HHSA Public Health Division allocated these funds to enhance direct support for CCS-qualified children and families, improve clients’ quality of life, and modernize program operations.
