Sheriff’s Office recommending the Board approve and authorize the Chair to sign Amendment I to Cooperative Service Agreement 131-M1610 with the El Dorado County Fire Protection District for medical support for the El Dorado Sheriff’s Office (EDSO) Special Weapons And Tactics (SWAT) Team by providing Tactical Medics who are paramedics specially trained and qualified to provide medical support to the EDSO SWAT Team during call-outs/missions and training. This amendment I will retroactively extend the term date back to September 23, 2015 thru September 22, 2017 to cover services previously rendered. This amendment I will also increase the not to exceed amount to $40,000.

The EDSO is recommending the signing of this Amendment I to permit the use of trained paramedics from the El Dorado County Fire Protection District to assist the SWAT Team.
DISCUSSION / BACKGROUND
On December 8, 2015, the Board approved Agreement #131-M1610 with a not to exceed amount of $15,000, and a term date of two years from execution; however, the previous agreement had expired on September 22, 2015, causing a gap between the two contracts. Services were rendered during this period, so it is necessary to amend the contract to cover the provision of those services. This amendment changes the effective date and term of Agreement #131-M1610 to begin immediately upon the expiration of the prior agreement, continuing for two years from that point. This amendment will also increase the not to exceed amount to $40,000 to cover the entire two year period, as the original estimate of $15,000 was understated.
Recognizing the dangerous conditions and potential for injury during tactical law enforcement deployments and trainings, the EDSO and the El Dorado County Fire Protection District have decided to continue this jointly developed Agreement for a two- year term to provide necessary personnel for on-scene medical care.
